The context of the culture of legality and resilience in the central Magdalena
Magdalena Centro is a territory that lived through a conflict traced by violence, displacement and the indelible mark on thousand of victims and their families .The current scenario leads to the need to demonstrate progress in the consolidation of legality in the territory and of a culture of peace from the perspective of its essential elements such as justice, freedom and democracy. This research with a mixed approach proposes an index to identify the degree of evolution of legality and the culture of peace and also aims to identify its resilience capacity; surveys were applied to victims and their families; a focus group was held with leaders and representatives of the 10 municipalities under study; and, semi-structured interviews were applied to the local government and active social organizations for the resolution of the conflict, from which this index shows 51,8%, therefore, there is no scenario for the victims that is permeated by the legality and culture of peace. Only 39,3% of the population has conditions that have made them resilient.
