Introduction: A research was conducted with the purpose of identifying the fundamental elements,
the parties involved and the goals of higher education reflected in the Mission Statements (MS) of Paraguayan universities, to establish whether they fit the model developed from previous research. Methodology: Data were collected with content analysis directly from the websites of the 44 selected universities and were analyzed with data mining. Theories and signaling were used to support the presence of stakeholders and the purposes of higher education in the country in the MS. Results: As a result, it was found that the elements, namely, students as stakeholders and the purposes of higher education, are present in a low percentage in the MS. These findings suggest that there are significant opportunities to improve the elaboration of the MS of Paraguayan universities so that they can develop an effective organizational strategy.
