Looking at our reality from social history leads us to recognize that there have always been excluded human groups; that is the case of the peasantry, whose decline in numbers has been to worsen the situation and the national environment, since every day scattered human beings join to swell the misery of the cities increasingly enlarged. Some quixotic of the education have devoted efforts to the overall improvement: engage the marginalized in their
own development and their community. In this dream we find among others the exercise of “Acción Cultural Popular” (acpo) and the “Universidad Nacional Abierta y a Distancia (unad)”. Its methodologies, processes and effectiveness have been the subject of praise as well as disrepute.
