From an academic perspective, strategic management is presented as a systematic process of formulating, executing, and evaluating actions that guide organizations toward achieving their objectives while enhancing administrative efficiency and organizational cohesion. Methodology: The research followed a qualitative approach with a descriptive–observational design. A documentary analysis of specialized sources was conducted, complemented by theoretical comparison and observational insights to identify advanced managerial practices applicable to the Venezuelan public sector.
