Freedom of speech at College.A case study: Universidad Pedagógica de Colombia 1953 - 1960

Disciplinary proceedings to a student from Pedagogical University of Colombia, in 1958, made evident a clear violation to his freedom of speech by the institution. This is due to a lack of internal rules. Conclusions are that such rules did not previously exist and higher and academic councils, who were in charge of writing them, did not do that. Then, external rules should be applied in that case, such as those of National University of Colombia, to meet the institution’s operational needs.
