The human rights situation before COVID-19

This work is based on the analysis of human rights limitations (DH) due to the COVID-19 pandemic that is affecting humanity globally. Knowing the provisions issued by international organizations, as well as the regulations of the United Mexican States, what actions have been taken and how they affect the exercise of human rights, will give us a vision of respect for human rights, so the following text, together with the doctrine, are a source of information to address the issue from a legal point of view in relation to this threat. International law provides for all people to enjoy these stipends, but it is recognized that, in the case of a national and global emergency, limits must be imposed on the exercise of certain human rights and this is the case with public health, because of the threat of COVID-19, an unprecedented event in the modern age and for this reason, governments are in need of measures aimed at preventing and protecting their inhabitants, in response to the public health care.

It should be noted that the legal norms are closely related to this pandemic that affects all the inhabitants of the planet and that leads us to have a different approach to how to consider our existence, the way we interrelate has changed, how to carry out the various social, family, educational, economic, political, cultural activities, among others
