Operational model for collaborative work in research centers in Latin America

Research centers are organizations whose purpose is to create new knowledge and are called upon to generate developments in applied science, playing a fundamental 
role as generators of scientific advances, which has not been fulfilled in Latin America, since the results obtained 
are mostly basic science with a low impact in the practical sphere. The purpose of this article is to present the 
operational model proposed by Linares (2024), which is part of his doctoral thesis, as a contribution to strengthen 
operational management in research, based on the results obtained by the author from a population sample 
of research centers in 18 countries of the region. This research was carried out according to the quantitative paradigm. The structure of the operational model is 
presented below; it allows setting a strategic plan based on a series of recommendations to strengthen the operability and scope of science management and knowledge 
construction. The main conclusion is that the problems affecting the research centers are multidimensional due to a series of weaknesses that affect the performance of 
these institutions and the development of R&D projects, highlighting deficiencies in technological exploration, structural aspects and budgetary issues
