The main purpose of this study is to analyze the level of competence of English teachers in Tuluá and their perception of the implementation of a bilingual public policy. A mixed methods approach with quantitative and qualitative instruments was used for data collection. The findings of this study reveal the need to strengthen teacher training beyond knowledge of methodologies. It is confirmed that other needs must be considered as part of the implementation of bilingualism programs in Colombia, such as access to the internet and digital resources. This study could be the starting point for new research on the implementation of local bilingual policies.
