It is well known that in all scenes of the development of science and technology are the foundation of social development and welfare of its citizens. However, the constant of the different reports of the last Colombian governments is that the economy has grown more for the saving in expenses and in personnel that for the contribution of science and technology.

Also it is affirm that the Colombian educational system lacks of an adequate scientific training program and therefore not conducive to social events to build and apply knowledge in research and production despite the fact that university students in Colombia, continue to conduct research to obtain their undergraduate degrees (Garibello, 2002).

It is also recognized the importance of research training, especially for developing research skills in students to enable them to leap from knowledge to innovation and transformation. But there are several indications that students are not reaching adequate levels in the development of these skills and this is demonstrated by the apathy of many of them to develop their work as research project level, the sustentation delay and low quality of themselves.

Therefore, the aim in this paper is to present a series of ideas to the design of technological pedagogical strategy, which under the foundations of distance education and the use of digital environments in students develop research skills, contributing to the relationship between the research system, research networks, groups, nurseries and courses.
