Colombia and the world are currently facing challenges related to the energy transition. Two fundamental elements are contemplated to successfully achieve this process: non-conventional renewable energy sources and energy efficiency. This paper aims to present a model and simulation results of an energy audit for buildings belonging to public administrations, following the provisions of the National Development Plan "Colombia World Power of Life" in Article 237 of Law 2294 of 2023 and as a complement to Resolution 016 of 2024 of the Mining-Energy Planning Unit UPME. The model integrates technical, economic and organizational aspects that allow identifying under simulation different scenarios for decision making in relation to improvement opportunities to achieve energy efficiency and therefore savings related to the cost of energy consumption. STELLA ARCHITECT V3.2.1 software has been used for the model based on System Dynamics and data exchange with spreadsheets for the energy information that are part of the Baseline and Target line.
