Considerations on multidimensional challenges in the Municipal Management of Organic Solid Waste in Cundinamarca: A Preliminary Approach
In Colombia, approximately 61% of the waste generated by the population is organic in nature and is mostly disposed of in landfills. This fact exerts considerable pressure on ecosystems, as indicated by the reports on the Circular Economy issued by the Colombian Government. The situation is aggravated by demographic growth in urban areas, consumption patterns and sociocultural factors that influence waste production.
In line with the 2030 Agenda, comprehensive waste management is crucial to meet Sustainable Development Goals 11 and 12, which highlight reducing the per capita environmental impact in cities, particularly in air quality and the management and reduction of municipal waste (MVCT, 2021). CONPES 3874 of 2016 on the National Policy for the Comprehensive Management of Solid Waste, which includes Law 142 of 1994 on the regime of household public services and Decree 2981 of 2013, are the main regulations that stand out and seek to promote separation at the source and selective collection of organic waste, as well as promoting use and recycling practices.
This article provides an overview of the possible challenges that could influence the realization of the objectives of comprehensive organic solid waste management at the municipal and even regional level, and affect the successful implementation of its management. Based on secondary information and semi-structured interviews with officials from companies providing cleaning services, workers in local markets and users of the service in an intermediate municipality; Some multidimensional aspects are explored in this topic. It should be noted that the objective of this article is not to analyze these aspects in depth, but rather to highlight their importance in the context of organic solid waste management at the municipal level.
It was found that Public Cleaning Services companies articulate essential technical mechanisms in the Comprehensive Municipal Solid Waste Management (GIRS) to integrate with citizen participation and other actors related to the generation and treatment of urban solid waste, crucial components for successful implementation. of local policies, and achievement of the Millennium Goals. However, comprehensive management implies logistical and administrative challenges on the part of municipalities, public Triple A Companies and the private sector of the basic sanitation sector, to achieve the coordination of appropriate actions to reduce the polluting load of landfills with some type of utilization of waste, and also reduce the emission of Greenhouse Gases (GHGs).
