In this research, factors of incidence in the quality of face-to-face and virtual attention to applicants and students with visual disabilities in the Central East Zone of the National Open and Distance University - UNAD were analyzed and a Management Model Prototype was designed for the attention of these students, adopting the Colombia IT Architecture framework of reference. Theoretically, it was supported by the accessibility policy for applicants, students and graduates with disabilities of the National Open and Distance University UNAD, as well as guidelines from the Inclusion Axis, a project of the Vice-Rector for Services to Applicants, Students and Graduates through the Academic Council of the National Open and Distance University (UNAD), inclusive higher education guidelines of the Ministry of National Education, and the Colombian IT Architecture framework of the Colombian Ministry of Information Technology and Communications.
