Socio-economic development is related to the notion of Welfare State (W.S.), but as many countries have lagged during the race for progress since the second postwar period, only some find themselves in this scenario of welfare. Such was the case of Western Europe, which, aware of its shortcomings, relied on the Marshall Plan to implement an unprecedented regional cooperation, being able to materialize its own W.S. On the other hand, in Latin America there is still the challenge of drawing up a collective inventory of the resources and requirements necessary to cover common deficiencies to adopt the W.S. that suits its socio-historical circumstances, different from the warlike context lived in Europe. Unfortunately, in Latin America there is no unified voice despite the regional organizations that have been created to address development issues, besides the international disorganization (mainly on transcendental issues such as the current pandemic), endangering the progress of its societies. At this inflection point, this article argues the importance of the academic sector and universities in the creation and strengthening of political systems, proposing that it corresponds to them to promote the relevant dialogue to learn what the social deficiencies are that must be covered by the Latin-American W.S. model, and which means it could work with, considering the looming post-pandemic context that will only aggravate these social deficiencies in the region.
