Analysis of the implementation of the guide for the elaboration of the RCD management plan in the SDA work in Bogotá in a road rehabilitation project

The population growth of Bogotá D.C. It demands a continuous construction and rehabilitation of its road network, generating Construction and Demolition Waste - RCD that are subject to control by the District Department of Environment of Bogotá -SDA. Resolution 932/2015 establishes for the generators the obligation to prepare the RCD Management Plan - PGRCD, for which, the SDA has prepared the Guide for the Development of the RCD Management Plan in the Work, in order to establish guidelines regarding its structure and minimum aspects to consider, contributing to minimize the environmental risks caused by the RCD through its use.

The objective of this research is to analyze the application of the Guide in a road rehabilitation work, evaluating its feasibility in the real city scenario. Methodologically, three phases were developed in which the PGRCD of the work was reviewed and its compliance with the requirements of the Guide is contrasted. Next, its implementation in the work was evaluated, determining if the guidelines established in the Guide are viable. Finally, the weaknesses, opportunities, strengths and threats of the RCD management carried out in the work, and the management of the SDA carried out on the work are identified.

The results indicate that for this type of projects the Guide is feasible. Recommendations are made for the environmental authority and projects with these characteristics, make better management of the RCD.
