Egypt and the Border Policy in Gaza: Geopolitics, Border Security, and International Humanitarian Law

This article aims to analyze the policy pursued by President Abdel Fattah al-Sisi on Egypt’s border with the Gaza Strip in the recent period (2019-2025), focusing both on his role as a mediator in the conflict and his quest for regional leadership; as well as on his counterterrorism policy in the Sinai Peninsula, along with the instrumentalization of security discourse to legitimize his practices. His border policy has focused on the Rafah crossing as a strategic point in terms of national security and the entry of humanitarian aid. In this context, it is understood that the Egyptian president’s strategic intervention revolves around geopolitical interests, the control of border security, and dealing with the tensions in managing humanitarian assistance due to the magnitude of the crisis arising from the conflict between Israel and Palestine. This article seeks to contribute to the field with an analysis in which the domestic and the transnational are closely linked. Mainly because it is understood that, with the policies developed by the Egyptian president within his country, he has generated a series of speeches that appeal to symbolically construct an image of himself and his government, both in local and regional public opinion.
