At present there are different methodologies, models, techniques and tools that are used for the formulation and design of investment projects, to minimize shortcomings as well as to optimize the use of resources, thus in this article an exploration of bibliographic sources that will allow a comparative analysis of the methodology for the formulation of public investment projects of the bank of programs and projects of Bogotá capital district (BPP) versus the methodology of the Project Management Institute (PMBok) will be carried out.

For this purpose, the elements that make up the model used at the district level (BPP) and the one used in industry and commerce projects in the private sector (PMBok) will be identified. Each element that characterizes the tools, procedures and processes of each project formulation and standardization methodology will also be reviewed to detect their shortcomings and establish why it is convenient to implement the PMI methodology in the formulation of public investment projects over the methodology of Bogotá Capital District.
