This work shows the implementation of a model for the evaluation of institutional policies supported by data analytics, for its development the Open Collaboration in Policy Modeling OCOPOMO methodology is followed, which suggests an innovative approach that integrates the development of scenarios and the formal modeling of policies through an ICT Information and Communication Technologies toolbox. The result was the evaluation, modeling of policies and estimation of their influence on the behavior of students in learning management systems of higher education institutions IES. To validate the proposed model, a real database of an IES was used, taken from the records housed in its information systems and obtained through an extraction process that gives anonymity to the consulted records (Quintero, D. J. D., & Garcia-Bedoya, 2020), to review the approach of the evaluation model and the study of the implementation of an implemented policy, seeking to mitigate the possible risks of its implementation.
