The debates that have developed around the Public Administration in Latin America and the adoption of the New Public Management (NPM) by the organizations, shows an intergovernmental approach that neglects citizen participation. The objective of this document is to show the relationship between accountability and transparency, by comparing the bureaucratic model, New Public Management, and the post-NPM. It is concluded that Open Government is a new model of government; in which, the citizen, unlike the bureaucratic model and New Public Management (NPM) models, has an active role, starting with the collaboration in the creation of public policies, as well as designing solutions to common problems by making use of Information and Communication Technologies (ICT).
