Health Observatories: Intelligence for Action Across the Healthcare Ecosystem

Health observatories have evolved from epidemiological surveillance platforms into intelligence ecosystems capable of integrating multiple data sources to support evidence-based decision-making. This presentation describes the experience of the Instituto Neumológico del Oriente in designing and implementing an institutional observatory based on ETL processes, data governance, advanced analytics, interactive dashboards, and artificial intelligence. Using a TALK approach, the presentation outlines the development process, from defining surveillance phenomena and indicators to interoperability, automation, and data visualization. The proposal demonstrates how a health observatory goes beyond data storage to become a driver of organizational transformation, research, and innovation. Results include the integration of clinical modules, development of research projects, analytical infrastructure, and decision-support systems. Finally, future challenges for building a sustainable, scalable, and collaborative governance model are discussed.
